Open Letter to the National President of the FSNC, Issa Tchirouma BAKARY.


Dear Brother, May Allah, the Almighty, guide our steps, bless us, and protect us! Amen, O Lord! 


It is out of love for our country, for you, for our father Paul Biya, as well as for all our compatriots, and especially for those who lost their lives during the recent post-election unrest, that I once again make this civic and patriotic appeal. 


Dear Brother, 


The breath of life that God grants us each day is a DIVINE GIFT that only the terminally ill can fully appreciate. I have wondered, like many of us, what President Paul Biya is doing to preserve this life despite all the criticism and suffering our people endure. 


Allow me first to tell you about my background. I returned from Germany in 1995 after more than twenty-five years abroad, at the request of His Excellency President Paul Biya. During my time in Germany, I helped design the structure of the German government, comprising fifteen ministries and three state secretariats, which enabled Cameroon to benefit from German-Cameroonian cooperation aid worth more than one thousand five hundred billion francs CFA.

Upon returning to Cameroon after the presidential election of October 12, 1997, in which I participated as the most numerous candidate at the age of thirty-seven (37), I founded Madin & Co. Afrique SARL to conduct a banking feasibility study for the publication of an implementing decree for Law No. 84/007 of July 4, 1984. This company was subsequently closed by the National Social Security Fund (CNPS) and the tax authorities. I then created SOCAPSSI SARL (Cameroonian Social Welfare Company for the Informal Sector), through which I finally conducted the feasibility study that led to implementing decree No. 2014/2377/PM of August 13, 2014, on Voluntary Insurance. Thanks to this decree, all workers in the informal sector can now subscribe to this insurance. Regarding my recent contributions, here are the references for the letters of response received:

Letter No. 0008133/MINFI/LTP/31/LPR/17 of October 19, 2021, in response to your letter for a citizen-centered and responsible tax system.


I had made several proposals to the President of the Republic for improving public policies, particularly regarding road infrastructure and the tax system. The Ministers of Public Works and Finance responded, but failed to keep their promises. My list of political commitments over the past thirty years is quite extensive. 


Mr. President, allow me to reveal a secret that President Paul Biya will not dispute. In 2024, while I was arbitrarily deprived of my liberty, I updated the Cameroonian societal project entitled "For Community Liberalism (PLLC)," the latest version from 2018. On July 31, 2025, the Minister of University Education published this project in Volumes I and II. 


However, this project, which should be embraced by our youth, has never been integrated into our education system, which is truly regrettable. Furthermore, 


I had proposed a method to win a presidential election against a locked system: offer certain target groups — priests, pastors, imams, traditional chiefs, political and opinion leaders — an envelope of one million CFA francs. With an estimated budget of over two trillion CFA francs, awareness campaigns could have reached their peak and a critical mass could have been mobilized. It's worth remembering that this is the strategy President Paul Biya and his allies used. 


Today, you are asking the Cameroonian people to defend their vote. Certainly, but to carry out a peaceful revolution, a lot of money is needed. As a guideline, to keep twenty thousand people awake per district (360 districts), or 7,200,000 people in the streets each day, it would require: - 5,000 FCFA per day per person x 7,200,000 people = 36,000,000,000 FCFA per day - Multiplied by 30 days = 1,080,000,000,000 FCFA per month - Multiplied by 360 days = 388,800,000,000,000 FCFA (three hundred and eighty-eight thousand eight hundred billion CFA francs). If you wish to lead a peaceful revolution where nearly 7.2 million Cameroonians remain confined, as during the COVID-19 crisis, with a distance learning system powered by artificial intelligence, this is the price of peaceful systemic change, without bloodshed. 


With the same amount, we could combine our knowledge and fund a Cameroonian Marshall Plan, worth over 300 trillion CFA francs, this project would outlast our lifetimes, allowing present and future generations to live in total opulence in every way. My civic and patriotic appeal is addressed to National President Issa Tchirouma Bakary, to Cameroonian youth, and to the entire diaspora: let us work hand in hand to build our great nation, not to destroy it. Every life lost, every Cameroonian who dies so that someone can march on Etoudi Palace is a complete aberration.
