COMMUNIQUÉ ET APPEL AUX MILITANTS ET SYMPATHISANTS DU RDPC  

Chères militantes, chers militants, chers compatriotes,  

Le RDPC — Rassemblement Démocratique du Peuple Camerounais — n’est pas seulement un sigle ou un simple parti politique. Il est le creuset de notre identité commune de Camerounais, un lien qui transcende toutes nos différences. Nous sommes unis comme un seul peuple fier et résolu.  

Si S.E. Papa Paul Biya a porté une idéologie forte, le Pour le Libéralisme Communautaire, cette vision aurait pu s’étendre au-delà de nos frontières, inspirer d’autres peuples aux noms commencant par la lettre C:  

- Rassemblement Démocratique du Peuple Canadien  

- Rassemblement Démocratique du Peuple Chinois  

- Rassemblement Démocratique du Peuple Congolais  

- Rassemblement Démocratique du Peuple Coréen  

- Rassemblement Démocratique du Peuple Centrafricain  

Malheureusement, l’orgueil et l’égocentrisme d’une partie de l’entourage au pouvoir ont freiné cette dynamique prometteuse.  

Aujourd’hui, face à cette réalité, nous devons agir avec responsabilité et lucidité. Le changement auquel nous appelons n’est pas un rejet de S.E. Papa Paul Biya, mais un acte patriotique destiné à libérer notre pays du joug colonial symbolisé par cet entourage systémique qui freine notre essor et notre souveraineté.  

En ce sens, nous affirmons notre soutien total et sans équivoque à notre candidat consensuel, S.E. le Président Bello Bouba Maïgari, porteur d’un projet moderne, inclusif et ambitieux pour un Cameroun uni, prospère et digne.  

Nous appelons solennellement tous les militants et sympathisants du RDPC à le soutenir massivement lors du scrutin du 12 octobre 2025. Ce vote est un acte d’espoir, de paix sociale et d’unité, une promesse d’un avenir radieux pour les générations présentes et futures.

Dear female and male militants, dear compatriots,

The RDPC—Rassemblement Démocratique du Peuple Camerounais (Democratic Rally of the Cameroonian People)—is not just an acronym or a simple political party. It is the crucible of our shared Cameroonian identity, a bond that transcends all our differences. We stand united as one proud and determined people.

If H.E. Papa Paul Biya has championed a strong ideology called Community Liberalism, this vision could have extended beyond our borders to inspire other peoples whose countries start with the letter C, such as:

- Democratic Rally of the Canadian People  

- Democratic Rally of the Chinese People  

- Democratic Rally of the Congolese People  

- Democratic Rally of the Korean People  

- Democratic Rally of the Central African People  

Unfortunately, the pride and egotism of part of the current power circle have hindered this promising movement.

Today, faced with this reality, we must act with responsibility and clarity. The change we seek is not a rejection of H.E. Papa Paul Biya but a patriotic act meant to free our country from the colonial yoke symbolized by this systemic entourage that blocks our growth and sovereignty.

In this spirit, we affirm our full and unequivocal support for our consensual candidate, H.E. President Bello Bouba Maïgari, bearer of a modern, inclusive, and ambitious project for a united, prosperous, and dignified Cameroon.

We solemnly call on all RDPC members and supporters to massively back him in the October 12, 2025 election. This vote is an act of hope, social peace, and unity, a promise of a bright future for current and future generations.

Lettre ouverte au Président S.E. Papa Paul Barthélémy BIYA et au Peuple Nation Camerounais  

Monsieur le Président de la République,  

Chers compatriotes, Mesdames, Messieurs,  

Depuis votre accession au pouvoir en novembre 1982, vous avez durablement marqué l’histoire du Cameroun. Pendant plus de trente ans, je me suis engagé à vos côtés, animé par l’espoir d’un Cameroun uni, fort et prospère. C’est par un amour sincère pour notre pays et pour votre personne que je renouvelle aujourd’hui mon appel à un acte empreint de sagesse et de responsabilité.  

À quatre-vingt-douze (92) ans, un âge canonique, il est incontestable que votre santé et votre énergie ne vous permettent plus d’assumer pleinement les lourdes responsabilités inhérentes à la haute fonction présidentielle. Cette constatation, dénuée de tout jugement, pèse lourdement sur la stabilité et l’avenir de notre nation depuis plus de quatorze (14) ans. Chaque jour qui s’écoule sans une transition claire, pacifique et concertée creuse davantage les fractures sociales, favorise la montée des tensions et menace la paix civile que vous avez toujours proclamée vouloir préserver.  

Votre prédécesseur, feu Président Ahmadou Ahidjo — dont nous commémorerons le 30 novembre 2025 les trente-six (36) ans de disparition — avait su reconnaître ce moment crucial dans le destin d’un dirigeant: celui de transmettre le flambeau afin de garantir la paix, la continuité et la cohésion nationale. Aujourd’hui, cet acte de grandeur patriotique s’impose plus que jamais.  

Le Cameroun se trouve à la croisée des chemins. Dans trente jours, le peuple va s’exprimer. La nation tout entière attend un signal fort, un engagement clair de votre part afin d’assurer une alternance démocratique apaisée, respectueuse de la volonté populaire et porteuse d’espoir pour la jeunesse ainsi que les générations futures. Trouvez-vous acceptable qu'au lieu d’initier un Plan Marshall d’investissements de plus de deux cent cinquante mille milliards de francs CFA, des emprunts successifs de neuf cent milliards, douze milliards, et plus encore, engagent chaque jour notre pays sans vision globale ni cohérence stratégique pour un Cameroun émergent?  

S.E. Bello Bouba Maïgari incarne ce renouveau légitime, porteur d’un projet moderne, clairvoyant et inclusif pour le développement et l’unité nationale. Appeler les militants et sympathisants du RDPC à le soutenir massivement le 12 octobre 2025 enverrait un signal historique, un message d’apaisement et d’unité consolidant la paix sociale et ouvrant la voie à une nouvelle ère de progrès partagé.  

Monsieur le Président, poursuivez votre engagement en posant cet acte de responsabilité historique. Offrez à votre pays, à notre cher et beau Cameroun, la chance d’une transition démocratique pacifique qui sanctifie le respect des institutions, la justice sociale et la dignité de chaque Camerounais.

Open Letter to His Excellency President Papa Paul Barthélémy BIYA and to the People of the Cameroonian Nation  

Mr. President of the Republic,  

Dear compatriots, ladies and gentlemen,  

Since your accession to power in November 1982, you have left a lasting mark on the history of Cameroon. For over thirty years, I have stood by your side, driven by the hope of a united, strong, and prosperous Cameroon. It is with sincere love for our country and for you personally that I renew today my call for an act imbued with wisdom and responsibility.  

At ninety-two (92) years old—an advanced age—it is undeniable that your health and energy no longer allow you to fully assume the heavy responsibilities inherent to the highest presidential office. This observation, free from any judgment, has weighed heavily on the stability and future of our nation for more than fourteen (14) years. Each day that passes without a clear, peaceful, and concerted transition deepens social fractures, fuels tensions, and threatens the civil peace you have always professed to protect.  

Your predecessor, the late President Ahmadou Ahidjo—whose thirty-sixth (36) anniversary of passing we will commemorate on November 30, 2025—knew how to recognize this crucial moment in a leader’s destiny: to pass the torch in order to guarantee peace, continuity, and national cohesion. Today, this act of patriotic grandeur is more necessary than ever.  

Cameroon stands at a crossroads. In thirty days, the people will express themselves. The entire nation awaits a strong signal, a clear commitment from you to ensure a peaceful democratic alternation that respects the popular will and brings hope to the youth and future generations. Do you find it acceptable that, instead of initiating a Marshall Plan investment exceeding two hundred and fifty trillion CFA francs, successive loans of nine hundred billion, twelve billion, and more continue daily without a comprehensive vision or strategic coherence for an emerging Cameroon?  

His Excellency Bello Bouba Maïgari embodies this legitimate renewal, carrying a modern, visionary, and inclusive project for development and national unity. Calling on RDPC militants and supporters to massively back him on October 12, 2025, would send a historic signal—a message of appeasement and unity that would consolidate social peace and open the way to a new era of shared progress.  

Mr. President, continue your commitment by making this historic act of responsibility. Offer your country, our dear and beautiful Cameroon, the chance for a peaceful democratic transition that sanctifies respect for institutions, social justice, and the dignity of every Cameroonian.  

It is in a spirit of loyalty, respect, and above all love for Cameroon that I address this appeal to you, convinced that your name will be inscribed in golden letters as that of a man who placed the interest of his homeland above all else. Old age is not a fatality but a divine gift.

AVEC L'APOLOGIE DE L'HISTOIRE DU PREMIER GOUVERNEMENT CAMEROUNAIS, RESSOURÇONS -NOUS POUR S'ASSURER QUE NOUS APPRENONS DE NOS ERREURS.

Pour un Gouvernement camerounais Nouveau du Renouveau autour du Président Bello Bouba MAÏGARI, le Choix du Peuple Camerounais, le Candidat idéal.

Depuis le 10 mai 1957, date de constitution du tout premier gouvernement camerounais sous le Premier ministre André-Marie Mbida, notre pays a connu de nombreuses transformations politiques. Ce gouvernement inaugural, restreint mais engagé, comprenait ces dix membres clés qui ont jeté les bases de l’autonomie et de l’indépendance:

1. SE André-Marie MBIDA – Premier Ministre  

2. M. Ahmadou B. AHIDJO – Vice-Premier Ministre  

3. SM Mathias DJOUMESSI – Ministre d'État, des Affaires réservées et des Études  

4. M. Antoine LOGMO – Ministre de l'Intérieur  

5. M. MAHOUNGOU – Ministre des Travaux publics et des Transports  

6. M. MOUNGA NDJOU – Ministre des Finances et du Budget  

7. M. AMBANG NCHARI – Ministre de l'Éducation nationale  

8. M. MBOMO – Ministre de l'Agriculture et de l'Élevage  

9. M. FOUDA NDZANA – Ministre de la Santé  

10. M. MBELE – Ministre des Postes et Télécommunications  

Ce fut une équipe resserrée, où chaque membre avait un rôle clair, travaillant à construire un Cameroun libre et souverain.

Or, aujourd’hui, en janvier 2019, le gouvernement compte 63 ministres dont 8 femmes, soit une multiplication par plus de 6 en seulement 62 ans! Sous la présidence de Paul Biya, plus de 300 ministres ont été nommés en 43 ans, révélant une inflation bureaucratique marquée par des répartitions partisanes et claniques du "gâteau national", souvent au détriment de la compétence.

Cette dérive dilue l’efficacité, ralentit la prise de décisions et affaiblit la gouvernance. Le partage excessif des postes freine la mise en œuvre des réformes nécessaires pour répondre aux vrais besoins du peuple camerounais.

Face à ces constats, il est urgent d’insuffler le Nouveau du Renouveau, incarné par le Président Bello Bouba Maïgari. Un appel à un gouvernement recentré, compétent et opérationnel, limité à vingt-cinq ministres maximum, pour une gouvernance exemplaire et agile.

Ce Nouveau du Renouveau doit:  

1. Restaurer l’efficacité exécutive et accélérer les prises de décision,  

2. Promouvoir plus de compétence et moins de clientélisme,  

3. Assurer une gestion responsable et transparente des ressources publiques,  

4. Renforcer la confiance des citoyens dans leurs dirigeants et la cohésion nationale.

L’histoire nous enseigne qu’un gouvernement réduit et rigoureux, tel que celui de 1957, peut générer des résultats durables. Il est temps d’en faire la leçon pour bâtir un Cameroun plus juste, uni et prospère autour du leadership de Bello Bouba Maïgari.

This inaugural government, small but committed, consisted of these ten key members who laid the foundation for autonomy and independence:

This trend dilutes efficiency, slows decision-making, and weakens governance. The excessive sharing of positions hinders the implementation of necessary reforms to meet the true needs of the Cameroonian people.

In light of these findings, it is urgent to breathe new life into the New Renewal, embodied by President Bello Bouba Maïgari. This calls for a streamlined, competent, and operational government, limited to a maximum of twenty-five ministers, to enable exemplary and agile governance.

This New Renewal must:  

1. Restore executive efficiency and speed up decision-making,  

2. Promote competence over clientelism,  

3. Ensure responsible and transparent management of public resources,  

4. Strengthen citizens’ trust in their leaders and national cohesion.

History teaches us that a smaller, disciplined government, like that of 1957, can produce lasting results. It’s time to take this lesson to build a fairer, united, and prosperous Cameroon under the leadership of Bello Bouba Maïgari.

LE CANDIDAT IDÉAL, CONSENSUEL ET DE PAIX, PRÉSIDENT BELLO BOUBA MAÏGARI L'HOMME DU NOUVEAU DU RENOUVEAU, L'ALTERNANCE DÉMOCRATIQUE POUR LE 12 OCTOBRE 2025.

Le Cameroun, pays riche mais fragile, doit repenser son Plan d’Occupation de l’Espace national pour protéger son environnement, valoriser ses territoires, et assurer un développement harmonieux et durable. 🌍🇨🇲

Aujourd’hui, la gestion de notre territoire s’appuie sur des textes essentiels comme la loi N°2004/003 sur l’urbanisme, le Plan National de Lutte Contre la Désertification (PAN/LCD), et le Plan National de Gestion de l’Environnement (PNGE). Ces cadres fixent les règles d’aménagement, la protection des ressources naturelles, et décentralisent la gestion pour que les collectivités locales agissent concrètement.

Sous la vision du Président Bello Bouba MAÏGARI, il s’agit désormais de redéfinir et renforcer ce plan en intégrant :

 

1. Une meilleure occupation des sols qui allie urbanisation raisonnée et protection des zones rurales, agricoles et forestières.  

2. La lutte renforcée contre la désertification et la dégradation des sols, pour préserver la biodiversité et garantir la sécurité alimentaire.  

3. L’investissement dans des infrastructures vertes et des systèmes d’alerte environnementale pour anticiper les risques climatiques.  

4. La responsabilisation des autorités locales, notamment les maires, pour faire respecter les règles d’urbanisme à travers une gouvernance transparente et participative.  

5. L’implication de la population dans la gestion durable de l’espace, avec des campagnes de sensibilisation et d’éducation environnementale à l’échelle nationale.

Le Cameroun a tout à gagner à un plan d’aménagement territorial qui conjugue croissance économique, valorisation des richesses naturelles, équité sociale et respect de l’environnement. Ce défi ne peut être relevé sans un leadership fort et une stratégie claire: c’est le pari du Président Bello Bouba MAÏGARI.

Ensemble, bâtissons un Cameroun modelé pour nos générations futures, où chaque espace est valorisé et protégé. Le temps est venu pour un Cameroun durable et prospère!

Cameroon, a rich yet fragile country, must rethink its National Spatial Planning to protect the environment, enhance its territories, and ensure harmonious, sustainable development. 🌍🇨🇲

Currently, territorial management relies on key laws like Law No. 2004/003 on urban planning, the National Action Plan to Combat Desertification (PAN/LCD), and the National Environmental Management Plan (PNGE). These frameworks set rules for land use, natural resource protection, and decentralize authority to empower local communities.

Under President Bello Bouba MAÏGARI’s vision, it is time to redefine and strengthen this plan by integrating:  

1. Better land use that balances planned urbanization and protection of rural, agricultural, and forest areas.  

2. Enhanced fight against desertification and soil degradation to preserve biodiversity and guarantee food security.  

3. Investment in green infrastructure and environmental early-warning systems to anticipate climate risks.  

4. Accountability of local authorities, especially mayors, to enforce urban planning rules through transparent and participative governance.  

5. Population involvement in sustainable land management via nationwide awareness and environmental education campaigns.

Cameroon stands to gain immensely from a territorial planning approach that combines economic growth, natural resource valorization, social equity, and environmental respect. This challenge demands strong leadership and a clear strategy — the commitment of President Bello Bouba MAÏGARI.

Together, let’s build a Cameroon shaped for our future generations, where every space is valued and protected. The time has come for a sustainable and prosperous Cameroon!

Le Candidat, Président Bello Bouba MAÏGARI, s'engage pour la pleine industrialisation du Cameroun avec un Plan d'industrialisation régionaliste.

Le Cameroun doit dépasser l’émergence pour atteindre la pleine industrialisation, un objectif crucial pour libérer notre pays de la dépendance aux industries hétérogènes étrangères et construire une industrie *endogène*, solide et capable de répondre aux besoins réels des Camerounais. 🇨🇲

Actuellement, le secteur industriel ne représente qu’environ 13% du PIB, bien en deçà des ambitions nationales. Le ralentissement technologique, la concurrence mondiale, le manque de financement, et l’insuffisance de main-d’œuvre qualifiée freinent la croissance. Mais surtout, il faut dépasser la simple augmentation quantitative pour bâtir une industrie intégrée, compétitive et durable, fondée sur les ressources naturelles et la valorisation locale.

*Le chemin vers la pleine industrialisation comprend:*  

1. *Consolider une base industrielle forte*, avec des secteurs clés comme l’agro-industrie, la transformation locale et l’innovation technologique.  

2. *Investir massivement dans les infrastructures* (énergie, transports, télécommunications) pour réduire les coûts et faciliter l’accès aux marchés.  

3. *Développer une main-d’œuvre qualifiée* par la formation continue, pour maîtriser les technologies avancées et méthodes modernes (Lean Manufacturing, Kaizen).  

4. *Promouvoir des politiques publiques adaptées* pour soutenir les PME industrielles, sécuriser la chaîne d’approvisionnement locale, et encourager des partenariats internationaux solides et équitables.  

5. *Financer de manière ambitieuse*, avec un besoin estimé à 100 000 milliards de F CFA selon la Vision 2050/60, notamment pour des projets structurants comme le barrage de Nachtigal, garant d’une énergie stable et renouvelable.  

Le Cameroun fait face à plusieurs défis:

- Faible base industrielle en érosion, mettant en danger l’économie.  

- Difficultés financières dans l’accès au crédit pour les industries.  

- Concurrence internationale accrue.  

- Lenteur dans le développement technologique (ex. IA encore très limitée).  

- Mauvaise répartition géostratégique des industries et manque de ressources humaines qualifiées.  

Pour y répondre, il faut:  

- Valoriser les ressources locales et humaines, renforcer la numérisation et les technologies connectées pour booster la production.  

- Appliquer continuellement des méthodologies d’amélioration (Six Sigma, Lean, Kaizen).  

- Réduire les coûts, délais et optimiser transports et stocks.  

- Positionner le pays dans les chaînes de valeur mondiales.  

- Promouvoir la relocalisation et des politiques économiques facilitatrices.  

Sous la direction du Président Bello Bouba MAÏGARI, qui incarne l’expérience et la vision, le Cameroun peut enfin construire cette industrie endogène, pilier de notre souveraineté économique et gage d’un futur prospère pour tous.

Candidate President Bello Bouba MAÏGARI commits to the full industrialization of Cameroon with a regional industrialization plan.

Cameroon must go beyond emergence to achieve full industrialization, a crucial goal to free our country from dependence on foreign heterogeneous industries and build a *homegrown* industry that is strong and capable of meeting the real needs of Cameroonians. 🇨🇲

Currently, the industrial sector accounts for only about 13% of GDP, well below national ambitions. Technological slowdown, global competition, lack of funding, and insufficient skilled workforce hamper growth. But, more importantly, we must go beyond mere quantitative growth to build an integrated, competitive, and sustainable industry based on natural resources and local value addition.

*The path to full industrialization includes:*  

1. *Consolidating a strong industrial base*, focusing on agro-industry, local processing, and technological innovation.  

2. *Massive investment in infrastructure* (energy, transport, telecommunications) to reduce costs and facilitate market access.  

3. *Developing a skilled workforce* through continuous training to master advanced technologies and modern methods (Lean Manufacturing, Kaizen).  

4. *Promoting adapted public policies* to support industrial SMEs, secure local supply chains, and encourage solid and equitable international partnerships.  

5. *Ambitious financing*, estimated at 100 trillion CFA francs according to the Vision 2050/60, especially for major projects like the Nachtigal dam, ensuring stable and renewable energy.

Cameroon faces several challenges:  

- A weakening industrial base threatening the economy.  

- Financial difficulties in obtaining credit for industries.  

- Increased international competition.  

- Slow technological development (e.g., AI still very limited).  

- Poor geographic distribution of industries and lack of qualified human resources.

To meet these challenges, it is necessary to:  

- Valorize local human and natural resources, enhance digitization and connected technologies to boost production.  

- Continually apply improvement methodologies (Six Sigma, Lean, Kaizen).  

- Reduce costs and delays and optimize transport and stock management.  

- Position the country within global value chains.  

- Promote reshoring and business-friendly economic policies.

Under the leadership of President Bello Bouba MAÏGARI, who embodies experience and vision, Cameroon can finally build this homegrown industry, a pillar of our economic sovereignty and a guarantee of a prosperous future for all.
