To His Excellency Mr. Paul Biya, dear Father,  

To the Traditional Chiefs and People of Cameroon, dear Compatriots,

For nearly thirty years, my commitment to Cameroon has been total and well documented.  

I humbly recall these facts that demonstrate my sincere and concrete contribution to our nation:

In 1997, I was the youngest presidential candidate. Outgoing President Paul Biya ordered funding for candidates, but my campaign expenses were never reimbursed despite my formal requests and a summons to CONAC that went unanswered;

During the same period, I presented to international authorities (France – Quai d'Orsay, Germany – Auswärtiges Amt, Konrad-Adenauer Stiftung, USA, UK) a Marshall Plan for sustainable development in Cameroon. This included the design of the German Government’s structure with fifteen (15) ministries. This work helped attract over 1,500 billion CFA francs of confirmed German-Cameroonian aid to our country;

I founded three Cameroonian companies (including MADIN & CO Afrique SARL and SOCAPSSI SARL) to improve social welfare in the informal sector. Despite developing a validated study, CNPS excluded us without firm justification, halting a promising project, and Multiservice SAS could not start due to lack of contracts;

I initiated the rehabilitation of the “Building of Death,” a project frozen for 23 years, now a flagship building of the Cameroonian government — the “First Government Building of Cameroon.” This project benefited from a loan based on employees’ and employers’ deposit funds at CNPS, an idea I suggested to President Paul Biya;

I led the project “For Community Liberalism” (PLLC), proposed in 1998, updated in 2018 and again in 2024. This visionary project was adopted on July 31, 2025, by the Minister of Higher Education without ever crediting me, proof that my ideas shape the national agenda;

I presented my Marshall Plan to over a dozen ministers, including Prime Minister Peter Mafany Musongue, but no concrete implementation followed;

My collaboration with the Chantal Biya Foundation in 2009 helped repatriate more than 2 billion CFA francs in donations for social actions benefiting the population (public utility foundation);

All these initiatives were funded exclusively from my personal funds, in service of Cameroon.

This raises a simple question: which other candidate can claim such a serious and proven record? “A tree is known by its fruits.”  

Despite the rejection of my application for incompleteness, I made an objective choice: President Bello Bouba Maïgari is the only candidate with a clear and credible Marshall Plan, valued at 60,000 billion CFA francs. As an economist, I proposed increasing it to 300,000 billion to guarantee sustainable development.

Therefore, I invite you to cast a useful vote for a peaceful and calm change. In other words: “Nothing ventured, nothing gained.” Do not allow doubt or fear to hinder the future of our nation.

An Seine Exzellenz Herrn Paul Biya, lieber Vater,  

An die traditionellen Führer und das Volk Kameruns, liebe Landsleute,

Seit fast dreißig Jahren engagiere ich mich uneingeschränkt und nachweislich für Kamerun. In aller Bescheidenheit erinnere ich an folgende Tatsachen, die meinen aufrichtigen und konkreten Beitrag für unser Land belegen:

1997 war ich der jüngste Präsidentschaftskandidat. Der amtierende Präsident Paul Biya ordnete die Finanzierung von Kandidaten an, doch meine Wahlkampfkosten wurden trotz meiner formellen Anträge und einer unbeantworteten Vorladung an den CONAC (Nationaler Wahlrat Kameruns) nie erstattet.

Im selben Zeitraum stellte ich internationalen Behörden (Frankreich – Quai d'Orsay, Deutschland – Auswärtiges Amt, Konrad-Adenauer-Stiftung, USA, Großbritannien) einen Marshallplan für nachhaltige Entwicklung in Kamerun vor. Dieser Plan basierte auf der Struktur der deutschen Regierung mit fünfzehn (15) Ministerien. Dank dieser Arbeit konnten wir über 1.500 Milliarden CFA-Francs an bestätigter deutsch-kamerunischer Hilfe für unser Land gewinnen.

Ich gründete drei kamerunische Firmen (darunter MADIN & CO Afrique SARL und SOCAPSSI SARL), um die soziale Sicherheit im informellen Sektor zu verbessern. Trotz einer validierten Studie lehnte uns die CNPS ohne triftige Begründung ab und stoppte ein vielversprechendes Projekt, wobei auch die Société Multiservice SAS mangels Aufträgen nicht starten konnte.

Ich initiierte die Sanierung des „Immeuble de la Mort“, eines seit 23 Jahren stockenden Projekts, das heute ein Vorzeigegebäude der kamerunischen Regierung ist – das „Erste Regierungsgebäude Kameruns“. Dieses Projekt profitierte von einem Darlehen, basierend auf den Einlagen von Arbeitnehmern und Arbeitgebern bei der CNPS, eine Idee, die ich Präsident Paul Biya vorschlug.

Ich leitete das Projekt „For Community Liberalism“ (PLLC), ursprünglich 1998 vorgeschlagen, 2018 und erneut 2024 aktualisiert. Dieses visionäre Projekt wurde am 31. Juli 2025 vom Minister für Hochschulbildung aufgegriffen, ohne mir Anerkennung zu zollen – ein Beweis, dass meine Ideen auf der nationalen Agenda stehen.

Ich stellte meinen Marshallplan mehr als einem Dutzend Minister vor, darunter Premierminister Peter Mafany Musongue, ohne dass eine konkrete Umsetzung erfolgte.

Meine Zusammenarbeit mit der Chantal Biya Foundation 2009 ermöglichte die Rückführung von über 2 Milliarden CFA-Francs an Spenden für soziale Maßnahmen zugunsten der Bevölkerung (Public Utility Foundation).

Alle diese Initiativen wurden ausschließlich aus meinen persönlichen Mitteln im Dienste Kameruns finanziert.

Dies wirft die Frage auf: Welcher andere Kandidat kann eine derart seriöse und bewährte Erfolgsbilanz vorweisen? „An seinen Früchten erkennt man den Baum.“

Trotz der Ablehnung meiner Kandidatur wegen unvollständiger Unterlagen traf ich eine objektive Entscheidung: Präsident Bello Bouba Maïgari ist der einzige Kandidat mit einem klaren und glaubwürdigen Marshallplan im Wert von 60 Billionen CFA-Franc.

Als Ökonom schlug ich vor, diesen Plan auf 300 Billionen zu erhöhen, um nachhaltige Entwicklung zu gewährleisten.

Ich lade Sie ein, eine Stimme für einen friedlichen und besonnenen Wandel abzugeben.

Mit anderen Worten: „Wer nicht wagt, der nicht gewinnt.“

Lassen Sie Zweifel oder Angst nicht die Zukunft unserer Nation behindern.

Peuple, Nation Camerounais, Éveillons-nous à la vérité! Votons massivement pour la force tranquille, le silence est d’or, le Candidat idéal, consensuel, Président Bello Bouba MAÏGARI.

Il est dit, avec sagesse, que « si la parole est d’argent, le silence est d’or ». Pourtant, dans cette période cruciale pour l’avenir de notre patrie, le silence n’est plus d’or, il devient complicité. La parole doit être claire, ferme, porteur de vérité. Depuis que M. Issa Tchirouma BAKARY s’est exprimé, il a multiplié les contradictions, semant la confusion dans les esprits.

D’abord salué par le groupe de Douala comme « candidat du consensus », il a appelé publiquement le Président Bello Bouba MAÏGARI à une union; mais aussitôt, il rejette la coalition, invoquant que les institutions—Conseil Constitutionnel, ÉLECAM, Conseil Électoral—seraient soumises à leurs appointés. Ce discours rappelle tristement les tentatives de division d’une nation post-indépendance souvent fragilisée. Comme le disait Ruben Um Nyobè, « L’unité du peuple est la force première de tout combat ». Et Félix-Roland Moumié nous avertissait: « La vigilance est la condition sine qua non de la liberté ».

Comment comprendre qu’en moins de deux semaines, le même homme prône des positions aussi opposées? Le peuple camerounais aurait-il la mémoire si courte? Sommes-nous un peuple manipulable, oublieux de ses héros et de leurs combats?

Je refuse de voir le Cameroun devenir l’ombre de lui-même, victime de promesses creuses et de discours vides. Le respect commence par l’exigence de cohérence et d’intégrité chez ceux qui veulent nous mener.

Par ailleurs, les récents événements de Bamendjou sont une honte pour notre pays. Des gendarmes et policiers, malgré un salaire, ont été filmés en train de voler publiquement des dons—sacs de riz, cartons de savon—destinés aux populations indigentes. Cette violation des principes fondamentaux de service public, empreinte d’un mépris inacceptable, trahit notre Nation. Nous devons condamner avec fermeté ces actes, qui bafouent notre dignité collective.

Il y a trois mois, suite au recalage de ma candidature, j’ai fait un choix clair, que j’ai partagé en près de quatre-vingts publications, pour un changement pacifique, respectueux des valeurs transmises par nos ancêtres. Cette décision incarne la loyauté, le dévouement et l’engagement pour un avenir meilleur.

Avec foi, je soutiens le Président Bello Bouba MAÏGARI, homme d’intégrité et d’expérience, pilier de la stabilité camerounaise depuis les années 1990. Son combat résonne avec les mots d’Ahmadou Ahidjo: « Le Cameroun est UNE et INDIVISIBLE Nation », et s’inscrit dans la continuité avec SE Paul Biya, gardien de l’unité nationale.

Face aux crises et aux jeux de pouvoir, seul un engagement sincère et durable peut rassembler notre peuple. Le Cameroun mérite des leaders porteurs d’une vision claire, fidèle à son histoire et tournée vers l’avenir.

Je conclurai en annonçant la parution prochaine de mon ouvrage Essais du Nouveau du Renouveau: Réflexions sur la Démocratie et le Développement au Cameroun, destiné à nourrir le débat national.

People of Cameroon, fellow citizens, let us awaken to the truth! Let us vote massively for the calm force, silence is golden, the ideal and consensual candidate, President Bello Bouba MAÏGARI.

It is wisely said that “Speech is silver, but silence is golden.” Yet, at this crucial moment for our country’s future, silence is no longer golden; it becomes complicity. Our words must be clear, firm, and bear truth. Since Mr. Issa Tchirouma BAKARY spoke, he has uttered many contradictions, sowing confusion in the minds of our people.

First hailed by the Douala group as the “consensus candidate,” he publicly called on President Bello Bouba MAÏGARI for a unifying alliance—but then quickly rejected the coalition, claiming that institutions—the Constitutional Council, ELECAM, and the Electoral Council—are controlled by their appointers. Such unfounded accusations sadly echo attempts to divide a post-independence nation whose institutions have at times been fragile. As Ruben Um Nyobè said, “The unity of the people is the primary strength of any struggle.” Félix-Roland Moumié warned us: “Vigilance is the sine qua non of freedom.”

How can we accept that in less than two weeks, one man can push such contradictory stances? Does the Cameroonian people have so short a memory? Are we a people easily manipulated, forgetting our heroes and their struggles?

I refuse to see Cameroon reduced to a shadow of itself, victim to empty promises and hollow speeches. Respect begins with demanding coherence and integrity from those who want to lead us.

Moreover, the recent events in Bamendjou are a shame for our nation. Despite receiving salaries, gendarmes and police officers were filmed publicly stealing donated rice bags and cartons of soap meant for destitute populations. This blatant violation of public service principles, marked by unacceptable contempt, betrays our nation. We must firmly condemn these acts that trample our collective dignity.

Three months ago, after my candidacy was rejected, I made a clear and deliberate choice, which I have shared in nearly eighty publications—for peaceful change respecting the values passed down by our ancestors. This choice embodies loyalty, dedication, and commitment to a better future.

With faith, I pledge my unwavering support to President Bello Bouba MAÏGARI, a man of integrity and experience, a pillar of political stability in Cameroon since the 1990s. His struggle echoes the words of Ahmadou Ahidjo: “Cameroon is one and indivisible nation,” and continues in the legacy of Paul Biya, guardian of national unity.

In the face of crises and power struggles, only sincere and lasting commitment can unite our people. Cameroon deserves leaders who hold a clear vision, faithful to its history and focused on the future.

I conclude by announcing the forthcoming publication of my book Essays on the New Renewal: Reflections on Democracy and Development in Cameroon, intended to enrich the national debate.

Long live a free, united, and sovereign Cameroon, under the vigilant watch of its sons and daughters!

Depuis trop longtemps, notre pays subit les conséquences d’un régime qui privilégie le clientélisme et la manipulation, au détriment du bien-être et du progrès de la majorité des Camerounais.les collaborateurs du Président Paul BIYA ont mis en place un système systémique marqué par des comportements *psychopathes et un narcissisme déshumanisant, où l’égo prime sur toute chose. Cette situation constitue une alerte grave sur des dérives qu’il nous faut dénoncer avec fermeté.  

Récemment, lors d’une conférence de presse, le Ministre de l’Administration Territoriale a affirmé qu’Élecam avait imprimé 12 bulletins de vote et qu’un consensus serait désormais impossible, témoignant ainsi d’une vision erronée et réductrice.  

Il est important de rappeler que le Ministère de l’Administration Territoriale n’est pas l’organe chargé de l’organisation des élections au Cameroun. En effet, conformément à l’article 5, alinéa 2 du Code électoral (voir document joint), les membres d’Elections Cameroon (ELECAM) doivent exercer leurs fonctions en totale indépendance, sans solliciter ni recevoir d’instruction d’aucune autorité publique ou privée, nationale ou étrangère. ELECAM est donc l’organe indépendant en charge de garantir la transparence des scrutins.  

Il faut également souligner que le vrai consensus ne s’impose pas d’en haut ni ne s’inscrit sur un papier: il résulte de l’expression libre de chaque candidat, qui recommande par sa voix à ses militants de soutenir celui qui incarne le mieux le changement et la transition pacifique.  

Aux candidats retenus, nous adressons ce message clair: 

La sagesse et la responsabilité politique exigent que chacun oriente ses partisans vers celui capable de rassembler la masse critique, facteur essentiel pour un avenir apaisé et progressiste.

L’unité dans la diversité est la véritable force du consensus, capable de déplacer les lignes et d’offrir un Cameroun meilleur, que nous le reconnaissons en la personne du Candidat, Président Bello Bouba MAÏGARI.

For too long, our country has suffered the consequences of a regime that prioritizes clientelism and manipulation over the well-being and progress of the majority of Cameroonians. The collaborators of President Paul BIYA have established a systemic system marked by psychopathic behaviors and a dehumanizing narcissism, where ego dominates everything. This situation is a serious warning of abuses we must firmly denounce.  

Recently, at a press conference, the Minister of Territorial Administration stated that Elecam printed 12 ballots and that consensus is now impossible—a narrow and mistaken view.  

It is important to recall that the Ministry of Territorial Administration is NOT the body in charge of organizing elections in Cameroon. According to Article 5, paragraph 2 of the Electoral Code (see attached document), members of Elections Cameroon (ELECAM) must perform their duties fully independently, without soliciting or receiving instructions from any public or private authority, national or foreign. ELECAM is the independent body responsible for ensuring election transparency.  

We must also stress that true consensus cannot be imposed from above or written on paper: it results from the free expression of each candidate, who recommends to their supporters the one who best embodies change and peaceful transition.  

To the remaining candidates, we send this clear message:  

Wisdom and political responsibility require that each guides their supporters toward the one capable of uniting the critical mass essential for a peaceful and progressive future.  

Unity in diversity is the true strength of consensus, able to shift the lines and offer a better Cameroon, which we recognize in Candidate President Bello Bouba MAÏGARI.

Depuis des décennies, le Cameroun fait face à un système politique qui au lieu de construire une nation forte, entretient la misère et la dépendance par des pratiques électorales dégradantes.*  

 les Camerounais subissent le même triste spectacle:  

un régime qui, au lieu de bâtir une nation forte, préfère entretenir la misère et la dépendance avec des *tartes salées électoralistes. La scène à Bamougoum — où gendarmes et policiers abandonnent leurs matraques pour s’arracher des sacs de riz — n’est pas un accident isolé, mais le reflet douloureux d’un système à bout de souffle, usant du **clientélisme et de la manipulation de la faim* pour asseoir et maintenir son pouvoir.  

Alors que le pays regorge de ressources humaines, financières et naturelles, celles-ci sont dilapidées au profit d’une minorité privilégiée, laissant la majorité dans la pauvreté et le désespoir. Le RDPC, après 43 ans de règne sans partage, a montré son incapacité — ou son refus — de transformer ces richesses en une prospérité partagée et une dignité retrouvée pour chaque Camerounais.  

Au lieu d’investir durablement dans l’éducation, la santé, l’agriculture, la création d’emploi et les infrastructures vitales, ce système recycle la pauvreté, piétine la confiance citoyenne et transforme le peuple en *mendiants électoraux* qui réclament des miettes à chaque scrutin. Ce cercle vicieux affaiblit la cohésion nationale, anéantit les ambitions individuelles et érode l’espoir collectif.  

Il est grand temps de rompre avec cette logique mortifère. L’alternative crédible est devant nous: une gestion intelligente, transparente et solidaire de nos immenses ressources, basée sur la *mutualisation des forces humaines, financières et naturelles*. En fédérant nos compétences, en valorisant nos richesses avec responsabilité, et en redistribuant équitablement les fruits du travail, nous pouvons construire une économie digne, autonome et durable.  

C’est par ce changement fondamental que le Cameroun pourra enfin tourner la page de la pauvreté instrumentalisée et offrir à chaque citoyen la chance réelle de vivre dans la dignité, avec un accès concret aux opportunités de développement.  

Le peuple camerounais mérite mieux qu’une politique de tartes salées et de peur électorale. Il mérite un projet de société porteur d’espoir, guidé par des dirigeants capables de penser à long terme, de défendre ses droits et d’engager notre nation vers la justice, la prospérité et la paix durable.

  

D’où notre appel citoyen  pour un vote utile et massif pour le candidat, Président Bello Bouba Maïgari, Homme du Nouveau du Renouveau, candidat idéal, porteur du changement et de la transition pacifique.

Le 12 octobre 2025, prenons notre destin en main en votant!
