For decades, Cameroon has faced a political system that, instead of building a strong nation, maintains misery and dependence through degrading electoral practices. The scene in Bamougoum—where gendarmes and police abandoned their batons to scramble for sacks of rice—is not an isolated accident but a painful reflection of a system gasping for breath, relying on *clientelism and hunger manipulation* to establish and maintain its power.  

While the country is rich in human, financial, and natural resources, these are squandered for the benefit of a privileged minority, leaving the majority in poverty and despair. After 43 years of uncontested rule, the RDPC has shown its inability—or refusal—to transform these riches into shared prosperity and restored dignity for every Cameroonian.  

Instead of sustainably investing in education, health, agriculture, job creation, and vital infrastructure, this system recycles poverty, tramples civic trust, and turns the people into *electoral beggars* demanding crumbs at every poll. This vicious cycle weakens national cohesion, destroys individual ambitions, and erodes collective hope.  

It is high time to break away from this deadly logic. The credible alternative is before us: intelligent, transparent, and inclusive management of our vast resources based on *pooling human, financial, and natural forces*. By uniting our skills, responsibly valuing our wealth, and fairly redistributing the fruits of labor, we can build a dignified, autonomous, and sustainable economy.  

Only through this fundamental change can Cameroon finally turn the page on manipulated poverty and offer every citizen a real chance to live with dignity and access genuine development opportunities.  

The Cameroonian people deserve more than a politics of electoral handouts and fear. They deserve a hopeful social project led by leaders who think long-term, defend their rights, and drive our nation toward justice, prosperity, and lasting peace.  

Therefore, we call for a useful and massive vote for the candidate, President Bello Bouba Maïgari, Man of the New Renaissance, ideal candidate and bearer of change and peaceful transition.  

On October 12, 2025, let’s take our destiny into our own hands by voting!

Réforme des statuts des fonctionnaires publics et privés au Cameroun en soutien au Candidat, Président Bello Bouba MAÏGARI

Introduction  

La réforme des statuts des fonctionnaires publics et privés au Cameroun est essentielle pour bâtir une administration moderne, transparente et juste. Elle vise à créer un cadre où chaque agent public est valorisé, responsabilisé et protégé, tout en assurant aux citoyens un service efficace et intègre. Cette réforme prend en compte les réalités actuelles et les défis du pays, notamment la lutte contre la corruption, l’amélioration des conditions sociales et la digitalisation des procédures.

1. Révision des statuts des fonctionnaires  

Séparation claire des statuts public et privé avec des règles adaptées.

Simplification et modernisation du Code général de la fonction publique pour plus de clarté et d’efficacité.

2. Transparence et reddition de comptes  

Évaluations annuelles indépendantes avec publication des résultats.

Création de cellules anti-corruption dans chaque administration.

3. Lutte contre la corruption  

Sanctions sévères et dissuasives.

Protection juridique et anonymat des lanceurs d’alerte.

4. Renforcement des compétences et de l’éthique  

Formations régulières en éthique, gestion publique et service aux citoyens.

Promotion de la culture de la probité et de la responsabilité.

5. Dialogue social et participation  

Renforcement des instances de dialogue entre agents, syndicats et autorités.

Implication des fonctionnaires dans l’évolution des conditions de travail et politiques publiques.

6. Modernisation administrative  

Digitalisation des procédures pour limiter risques de corruption.

Gestion électronique des carrières et paies.

7. Amélioration des droits sociaux et conditions de vie  

Habillement: Uniforme professionnel fourni et entretenu pour renforcer l’image et l’appartenance.

Transport: Facilités (abonnements, navettes) pour accès au travail.

Logement: Logements de fonction ou aides pendant la carrière et la retraite.

Famille: Protection sociale élargie (allocations, soutien scolaire, services).

Santé et sécurité sociale: Couverture médicale complète, prévention des risques professionnels.

8. Soutien financier temporaire  

Accord bancaire de 90% du salaire dès la prise de fonction, en attendant régularisation par le ministère des Finances, évitant ainsi les arriérés.

Conclusion  

En adoptant ce plan global, le Cameroun s’engage à renforcer la confiance entre l’État, ses agents et les citoyens. Une fonction publique modernisée, bien encadrée et motivante est la clé d’une gouvernance efficace et durable au service du développement national. Reform of the status of public and private civil servants in Cameroon in support of Candidate President Bello Bouba MAÏGARI

Introduction  

The reform of the status of public and private civil servants in Cameroon is essential to build a modern, transparent, and fair administration. Its goal is to create a framework where every public agent is valued, responsible, and protected while ensuring citizens receive efficient and honest service. This reform takes into account the country’s current realities and challenges, notably the fight against corruption, improvement of social conditions, and digitalization of procedures.

1. Revision of civil servant statuses  

Clear separation of public and private statuses with appropriate rules for each category.

Simplification and modernization of the General Code of Public Service for better clarity and efficiency.

2. Transparency and accountability  

Independent annual evaluations with published results.

Creation of anti-corruption units in every administration.

3. Fight against corruption  

Severe and deterrent sanctions.

Legal protection and anonymity for whistleblowers.

4. Strengthening skills and ethics  

Regular training in ethics, public management, and citizen service.

Promotion of integrity and responsibility culture at all levels.

5. Social dialogue and participation  

Strengthening dialogue bodies between agents, unions, and authorities.

Involving civil servants in the evolution of working conditions and public policies.

6. Administrative modernization  

Digitalization of procedures to reduce corruption risks.

Electronic management of careers and payroll.

7. Improvement of social rights and living conditions  

Clothing: Provision and maintenance of professional uniforms to strengthen image and belonging.

Transport: Facilitation (passes, shuttles) for commuting.

Housing: Assignment of official housing or assistance during career and retirement.

Family: Extended social protection (allowances, educational support, services).

Health and social security: Full medical coverage and prevention of occupational risks.

8. Temporary financial support  

Banks to advance 90% of salary upon taking office, pending direct settlement by the Ministry of Finance, avoiding salary arrears.

Pour une monnaie nationale ou sous-régionale permettant de lutter contre la pauvreté et d'atteindre une véritable autonomie économique, financière et monétaire  

Le franc CFA a été créé en décembre 1945 avec une parité initiale jugée équitable à l'époque : 1 FCFA = 1,70 franc français, directement liée à la monnaie française. Cependant, en juillet 1948, le franc français a été dévalué (1 FCFA = 2 francs français), ce qui a déjà affaibli sa valeur réelle. Aujourd'hui, la parité est fixée à 1 euro = 655,957 FCFA, un ancrage monétaire rigide qui empêche les pays africains d'adapter leurs politiques monétaires et les prive d'une véritable souveraineté économique. 

Cette parité fixe agit comme une chaîne qui entrave notre croissance économique et perpétue la dépendance à un système financier néocolonial. Notre ambitieux Plan Marshall pour le Cameroun, portant la valeur de notre monnaie de 60 000 à 300 000 milliards de francs CFA, a le potentiel de transformer notre nation. Pourtant, sans liberté monétaire, ces sommes colossales perdront une grande partie de leur efficacité, car la parité fixe limite notre capacité à gérer l'inflation, à financer des projets cruciaux en interne et à adapter les politiques aux besoins réels de notre économie. 

La création d'une monnaie nationale ou sous-régionale nous donnerait le pouvoir de contrôler notre politique monétaire, de réduire efficacement la pauvreté et de renforcer une véritable résilience économique. 

Si la taille nominale du Plan Marshall peut paraître plus réduite avec une nouvelle monnaie,Son impact réel sera bien plus grand : il favorisera une économie plus forte et souveraine, capable de tracer sa propre voie. Les riches ressources naturelles et humaines du Cameroun répondent amplement aux critères d’une monnaie forte et indépendante. 

Les chemins de terre, les bâtiments inachevés et les luttes quotidiennes dans des localités comme Ngui (Foréké-Dschang) et dans d’autres localités du Cameroun nous le rappellent : la cause profonde de la pauvreté persistante est la soumission économique liée au système du franc CFA. Briser ces chaînes n’est pas seulement une nécessité économique ; c’est un impératif politique et moral pour la dignité, la souveraineté et l’avenir du Cameroun. 

C’est pourquoi nous soutenons pleinement la vision courageuse du président Bello Bouba Maïgari de rompre avec la parité fixe du franc CFA et de reconquérir notre indépendance monétaire. 

Cette décision décisive permettra un développement durable, mettra fin à la dépendance financière néocoloniale et donnera à chaque Camerounais les moyens d’agir. Il est temps de s’unir et d’exiger un véritable changement, pour un Cameroun maître de sa monnaie, de son économie et de son destin.

For a national or sub-regional currency to fight poverty and achieve true economic, financial, and monetary autonomy 

The CFA franc was created in December 1945 with an initial parity considered fair at the time: 1 FCFA = 1.70 French francs, directly tied to the French currency. However, in July 1948, the French franc was devalued (1 FCFA = 2 French francs), already undermining the real value of the CFA franc.

Today, the parity is fixed at 1 euro = 655.957 FCFA, a rigid monetary anchor that blocks African countries from adapting their monetary policies and deprives them of genuine economic sovereignty. This fixed parity acts like a chain that hinders our economic growth and perpetuates dependence on a neocolonial financial system.

Our ambitious Marshall Plan for Cameroon, expanding from 60,000 to 300,000 billion FCFA, has the potential to transform our nation. Yet, without monetary freedom, these colossal sums will lose much of their power because fixed parity limits our ability to manage inflation, finance crucial projects internally, and tailor policies to our economy’s real needs.

Creating a national or sub-regional currency would give us the power to control our monetary policy, reduce poverty effectively, and build genuine economic resilience. While the nominal size of the Marshall Plan may appear smaller with a new currency, its real impact will be far greater — sparking a stronger, sovereign economy that can chart its own course. Cameroon’s rich natural and human resources more than meet the criteria for a strong, independent currency.

The dirt roads, unfinished buildings, and daily struggles in places like Ngui(Foréké-Dschang ) as well as in Others many Cameroon localities remind us: the root cause of persistent poverty is economic submission tied to the CFA franc system. Breaking these chains is not only an economic necessity; it is a political and moral imperative for Cameroon’s dignity, sovereignty, and future.

That is why we fully support President Bello Bouba Maïgari’s courageous vision to break with the CFA franc’s fixed parity and reclaim our monetary independence. This decisive move will unlock sustainable development, end neocolonial financial dependence, and empower every Cameroonian.

The time to unite and demand real change is now — for a Cameroon that controls its money, its economy, and its destiny.

APPEL CITOYEN POUR UN CONSENSUS DERRIÈRE LE PRÉSIDENT BELLO BOUBA MAÏGARI POUR UNE TRANSITION PACIFIQUE ET APAISÉE  

Cher grand-frère Issa, Président Issa Tchirouma BAKARY,

En ce moment décisif de notre Histoire nationale, je m’adresse à vous, non seulement comme un humble membre de ce peuple que nous servons, mais aussi en tant que Président National du RDPF-KUMZSE, le plus jeune candidat à la présidentielle d’octobre 1997 et candidat recalé au scrutin du 12 octobre 2025.  

La sagesse de nos ancêtres, nos traditions profondes, et les enseignements sacrés du Coran et de la Bible convergent pour nous rappeler que le dialogue fraternel, le respect des aînés et le recours au droit naturel priment dans la résolution pacifique des conflits.  

Dans le Saint Coran, il est dit:  

« Et repentez-vous tous devant Allah, ô croyants, afin que vous récoltiez le succès. » (Sourate An-Nur 24:31)  

qui nous inspire à chercher la réconciliation sincère et respectueuse, loin des divisions stériles.  

Dans la Bible, le livre des Proverbes nous enseigne:   

« Le chemin du paresseux est une haie d’épines, mais la voie des hommes droits est un sentier aplani. » (Proverbes 15:19)  

Ce chemin de droiture est celui du respect du droit de naissance et de la légitimité populaire, comme notre frère le Professeur Maurice KAMTO l'a d'ailleurs recommandé aux plus jeunes candidats, clés d’un consensus solide.  

Votre appel à mon sens de rejoindre notre frère et aîné, le Président Bello Bouba MAÏGARI, illustrant ainsi votre volonté de bâtir ensemble. Toutefois, en vérité, le peuple camerounais réclame aujourd’hui plus qu’une alliance circonstancielle: il aspire à un changement profond incarné par un candidat qui rassemble légitimement, à travers le droit naturel et la volonté populaire.  

La coutume camerounaise recommande d’abord le dialogue privé entre frères, afin d’éviter les malentendus publics. Aussi, au nom de cette sagesse, je vous invite, noble grand-frère, à approfondir ce dialogue avec notre grand-frère Bello Bouba Maïgari, pour trouver un terrain d’entente qui dépasse les intérêts individuels et place au cœur le destin commun du Cameroun.  

Le 12 octobre 2025 doit être l’aube d’une transition pacifique et apaisée, libératrice de notre peuple du joug néocolonialiste. Ensemble, dans l’esprit d’unité et de respect mutuel, un consensus autour du candidat légitime et enraciné dans le droit de naissance s’impose comme la voie royale.  

Ne soyons pas prisonniers des rancunes ou calculs politiques, mais guidés par la grandeur d’État, la fraternité et la paix durable. La légitimité ne se négocie pas, elle se reconnait dans l’attachement du peuple à son guide.  

Pour conclure, je vous adresse, cher frère, cet appel vibrant à poser les fondations d’un Cameroun nouveau, uni et fort, où les valeurs ancestrales, spirituelles et citoyennes s’allient pour écrire une nouvelle page de notre histoire.

CITIZENS' CALL FOR CONSENSUS BEHIND PRESIDENT BELLO BOUBA MAÏGARI FOR A PEACEFUL AND CALM TRANSITION  

Dear big brother Issa, President Issa Tchirouma BAKARY,

At this decisive moment in our national history, I address you not only as a humble member of the people we serve but also as the National President of RDPF-KUMZSE, the youngest candidate in the October 1997 presidential election and a rejected candidate in the October 12, 2025 election.  

The wisdom of our ancestors, our deep traditions, and the sacred teachings of the Quran and the Bible converge to remind us that fraternal dialogue, respect for elders, and reliance on natural law are paramount in peacefully resolving conflicts.  

In the Holy Quran, it is said:  

"Repent before Allah, O believers, that you may succeed." (Surah An-Nur 24:31).

This inspires us to seek sincere and respectful reconciliation, far from sterile divisions.  

In the Bible, the book of Proverbs teaches us:  

"The way of the lazy is a hedge of thorns, but the path of the upright is a level highway." (Proverbs 15:19).

This path of righteousness is one that respects the right of birth and popular legitimacy, as our brother Professor Maurice KAMTO also recommended to younger candidates — keys to a strong consensus.  

Your call, in my opinion, to join our brother and elder, President Bello Bouba MAÏGARI, illustrates your desire to build together. However, in truth, the Cameroonian people today demand more than a circumstantial alliance: they aspire to a profound change embodied by a candidate who legitimately unites, through natural rights and popular will.  

Cameroonian custom first recommends private dialogue between brothers to avoid public misunderstandings. So, in the name of this wisdom, I invite you, noble big brother, to deepen this dialogue with our elder brother Bello Bouba Maïgari, to find common ground that goes beyond individual interests and places the common destiny of Cameroon at its heart.  

October 12, 2025 must be the dawn of a peaceful and calm transition, liberating our people from neocolonial bondage. Together, in a spirit of unity and mutual respect, a consensus around the legitimate candidate rooted in birthright must be the royal road.  

Let us not be prisoners of grudges or political calculations but guided by the greatness of the state, brotherhood, and lasting peace. Legitimacy is not negotiable; it is recognized in the people's attachment to their leader.  

In conclusion, dear brother, I send you this vibrant call to lay the foundations of a new Cameroon, united and strong, where ancestral, spiritual, and civic values come together to write a new page of our history.
