Subject: Strategic Partnership Offer to Improve the Legal Framework for Persons with Disabilities (Law No. 2010/002 of April 13, 2010; Order No. 001 of March 15, 1993; Decree No. 2018/233/PM of July 28, 2018), in Line with the Convention on the Rights of Persons with Disabilities (CRPD) Ratified on December 28, 2021.
Madame the Director,
It is with profound respect and unwavering conviction that I address this letter to you, as Dr. NDEMMANU Antoine De Padoue, Ph.D., Special Advisor to the President of ROPHAM (Network of Persons with Disabilities of the Menoua, Dschang), and Emeritus President of RDPF-KUMZSE (Democratic Rally of the People Without Borders). Former candidate in the presidential election of October 12, 1997, our constructive opposition movement proudly upholds the values of inclusive development and human rights for all Cameroonians.
On behalf of ROPHAM, I salute the progress made by Cameroon since the ratification of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) on December 28, 2021. This ambition fully aligns with the enlightened vision of His Excellency President Paul BIYA, through his Cameroonian society project "For Community Liberalism (PLLC)," which advocates solidarity-based development where no one is excluded. However, to transform these commitments into concrete realities and sustainably improve the living conditions, protection, and promotion of persons with disabilities, active listening and expertise from the primary stakeholders – us, persons with disabilities – are indispensable. Imagine a Cameroon where every disabled talent shines, where inclusion is no longer a slogan but a national driving force: this is the vision we carry together, in harmony with the PLLC!
In this dynamic, ROPHAM proposes a dynamic and visible partnership with your directorate to amend Law No. 2010/002 of April 13, 2010, aligning our legal arsenal with the CRPD and fostering effective inclusion at the heart of community liberalism. Our intentions? To contribute actively to its implementation, in exclusive partnership with MINAS, for equitable access to education, employment, adapted infrastructure, and social services. We will drive massive awareness campaigns, forging national solidarity that uplifts all citizens.
Here are our concrete and feasible proposals, ready for immediate deployment to achieve rapid results and aligned with the PLLC:
- Mandatory 10% employment quota reserved for persons with disabilities in public and private sectors, with rigorous monitoring and tax incentives for companies.
- Dedicated funds for rehabilitation and assistive devices, in synergy with local authorities, to restore autonomy and dignity.
- Mandatory universal accessibility in all public buildings and transportation, with deterrent sanctions and a clear timeline.
- Inclusive political and economic training programs, aligned with decentralization, to empower and position persons with disabilities as leaders.
- Monthly survival allowance for persons with disabilities without income, as a vital safety net.
Guided by our values of Will, Work, and Success, these measures turn challenges into triumphant opportunities, bringing President BIYA's community liberalism to life. Madame the Director, ROPHAM is your natural ally: who better than us, persons with disabilities, to defend these causes with passion and legitimacy?
