 Dschang, 26 February 2026.

To the Attention of Excellencies the Ambassadors, Heads of Diplomatic Missions, and Ministers of Foreign Affairs of Development Partners.

Subject: Urgent Request for Support for My Nomination as Prime Minister of Cameroon – Initial Endorsement by the French Government (2004, Reiterated in 2026).

Excellencies Ladies and Gentlemen Ministers of Foreign Affairs,

Amid Cameroon’s ongoing crises – security instability, financial scandals, and socio-economic challenges –, I formally request your decisive diplomatic support for my nomination as Prime Minister, Head of Government. This proposal, approved by the French Government in 2004 through an innovative project, is evidenced by the letter from Madame Delapalme, Advisor in the Cabinet of the Minister of Foreign Affairs (copy attached). I reiterate it today with renewed vigor, having submitted it to President Paul Biya immediately following his inauguration on 6 November 2025.

Backed by my expertise in governance and development, this candidacy is anchored in the Cameroon Marshall Plan (PMC), an ambitious *300 trillion FCFA. (300,000,000,000,000 FCFA) program to revitalize the economy, bolster infrastructure, and foster lasting peace. Already presented to the President, it reflects my patriotic commitment and strategic vision, aligned with the priorities of our partners: France, the United Kingdom, Germany, and the United States.

Regrettably, the 2004 proposal was sidelined in favor of candidates leading to resounding failures: Chief Ephraim Inoni (2004-2009, convicted in Operation Sparrowhawk for embezzlement exceeding 6 billion FCFA), Chief Philémon Yang (outbreak of NoSo and Far North crises), and Chief Joseph Dion Nguté (COVIDGATE and OLEMBEGATE scandals). These choices have deepened instability, massive embezzlement, and armed conflicts, to the detriment of the Cameroonian people.

Your diplomatic backing can reverse this course: championing accountable, transparent, and effective governance in line with international anti-corruption standards. I am available to meet your delegations to elaborate on the PMC and my commitments.

Please accept, Excellencies, the assurances of my highest consideration.

Sincerely,

Dr. NDEMMANU Antoine De Padoue, Ph.D.
