Subject: Guidelines for an Open Debate – 2026 Legislative and Municipal Elections
This expanded guidelines document invites all parties (RDPF-KUMZSE, MRC, PEC, RDPC, etc.) and independent candidates to a constructive and adversarial debate on Dschang's and the Menoua Department's priority challenges. It poses open questions on development, agriculture, and local finances, encouraging free expression to identify the best collective solutions. The RDPF-KUMZSE positions itself as an innovative facilitator of a Local Marshall Plan, pooling human, financial, and natural resources to serve the population.
# Questions on General Development and Infrastructure:
- What is the real impact of the high cost of living on Dschang households, and how can we pool human, financial, and natural resources for a Local Marshall Plan to address urgent needs in food, housing, and energy?
- What concrete proposals exist to rehabilitate roads (Dschang-Santchou, Fotem-Bakebe), schools, rail lines, the airport, and rural electrification, in order to create sustainable jobs and boost the local economy?
- How can we ensure regular salary payments for municipal staff and strengthen budget transparency at Dschang City Hall?
# Rural and National Agricultural Development:
- In the face of the coffee crisis and strong market gardening potential, what concrete measures will develop agro-industry, pig and poultry farming, business incubators, and import-substitution toward food self-sufficiency?
- Do candidates support a national agricultural platform through a Cameroonian Marshall Plan to empower producers, youth, and vulnerable populations?
# Environment, Ecology, and Social Inclusion:
- What strategies will protect Menoua's forests, fish stocks, soils, and biodiversity from deforestation, while integrating agroecology and enhanced support for persons with disabilities and the elderly?
- How can we modernize school, health, and sports infrastructure for inclusive and equitable well-being?
# Call for Constructive Debate and Unity:
Dschang, shaped by its post-electoral movements, deserves innovative leadership that meets popular aspirations. The RDPF-KUMZSE, rooted in the territory since 1947, solemnly invites the MRC, PEC, RDPC, and all stakeholders to this public forum: speak out on these issues to forge a shared and victorious project for February 2026. The RDPF-KUMZSE champions a holistic feasibility approach – join us to win the City Hall and Menoua Deputies.
