Ladies and Gentlemen, Dear Compatriots,


The time has come for our country to turn an important page in its social history. Today, we are called to support a profound and ambitious reform in favor of our brothers and sisters living with disabilities. Although Law No. 2010/002 and its implementing decree laid the foundations for legal protection, challenges remain immense: insufficient enforcement, lack of accessibility, absence of genuine and lasting support.


This reform proposes a genuine paradigm shift. First, we want to highlight the real needs of persons with disabilities, based on a comprehensive national study conducted among them and their families. This precise diagnosis will be the strong foundation for clear and adapted measures.


Our project aims at real inclusion in all areas of daily life: reforms to guarantee universal accessibility in infrastructures and transportation, massive strengthening of inclusive education and professional training, mandatory employment quotas in public and private sectors with incentives for companies, reinforced financial aid, coverage of care and equipment.


Furthermore, the creation of an independent national agency dedicated to monitoring and coordinating disability actions ensures better governance and transparency. Lastly, the swift ratification of the United Nations Convention on the Rights of Persons with Disabilities will align our country with international standards, demonstrating that Cameroon is seriously committed to its disabled citizens.


This is much more than a simple administrative reform: it is a promise of dignity, fairness, and solidarity. It is a commitment to build a Cameroon where everyone has their place, and no one is left behind.

DRAFT LAW  

On the reform and improvement of rights, inclusion, and assistance for persons with disabilities in Cameroon, complementing and extending Law No. 2010/002 and Decree No. 2018/623.

Article 1 – Purpose  

This law aims to strengthen the protection, social, economic, and cultural inclusion of persons with disabilities by improving their living conditions and guaranteeing equal rights.


Article 2 – Definitions  

Persons with disabilities are defined as those who have long-term physical or mental impairments that limit activity or participation, according to the United Nations Convention on the Rights of Persons with Disabilities (CRPD).


Article 3 – Fundamental Principles  

Respect for dignity and fundamental rights.

Equal opportunity and non-discrimination.

Autonomy and free choice of life project.

Universal accessibility.

Active participation in political, economic, and social life.


Article 4 – Study and Diagnostics  

The State commissions a comprehensive national study among persons with disabilities and their families to assess needs, obstacles, and expectations across all sectors of life.


Article 5 – Universal Accessibility  

Obligation for all public and private infrastructures open to the public to be accessible.

Specific accommodations in transport, schools, workplaces.

Establishment of a national monitoring committee with powers to enforce sanctions for non-compliance.


Article 6 – Inclusive Education and Training  

Promotion and funding of inclusive education at all school levels.

Strengthening specialized institutions and adapted programs.

Development of vocational training aligned with the abilities and needs of persons with disabilities.


Article 7 – Professional Integration  

Mandatory employment quotas in public and private sectors.

Tax incentives for companies hiring or adapting jobs for persons with disabilities.

Support for entrepreneurship among persons with disabilities.


Article 8 – Financial and Social Support  

Establishment of a specific allowance ensuring a basic income.

Facilitation of combining employment and benefits.

Partial or full coverage of care, equipment, and assistive devices.


Article 9 – Awareness and Fight Against Discrimination  

Regular national awareness campaigns.

Strengthening of legal frameworks against discrimination in workplace, school, and public services.

Increased support for associations defending the rights of persons with disabilities.


Article 10 – Coordination and Monitoring  

Creation of an independent national agency dedicated to disability.

Coordination between State, local authorities, NGOs, and private sector for implementation.

Annual reports to Parliament on law enforcement.


Article 11 – International References  

Immediate ratification of the United Nations Convention on the Rights of Persons with Disabilities (CRPD).

Continuous alignment of the law to international standards.
