NOTHING IS IMPOSSIBLE FOR A BRAVE HEART No. 00071/23-09/RDPF-KUMZSE/ADN-2025.
CAMEROONIAN MARSHALL PLAN IS A MUST.
Dear Fellow Citizens, Ladies and Gentlemen,
Our country is at a crucial stage in its development. The recent loans approved by President Paul Biya, although aimed at infrastructure projects, remain occasional and limited compared to the real needs of our nation.
On Monday, September 22, President Paul Biya signed four decrees authorizing new loan agreements totaling over 160 billion CFA francs:
A first financing of 107.4 billion CFA francs for phase 2 of the Batchenga–Ngaoundéré road.
A second loan of 6.4 billion CFA francs to support the implementation of the PLANUT project, aimed at strengthening electricity transmission lines in Yaoundé.
Finally, two agreements with Standard Chartered Bank of London for 47.06 billion and 4.6 billion CFA francs respectively, to set up palm oil, margarine, and rubber processing factories within Cameroon’s development corporations.
While these funds target important sectors like road infrastructure, power grid reinforcement, and agro-industries, they are not enough to drive deep and lasting transformation.
To illustrate this reality, these photos taken in popular neighborhoods of Yaoundé show the daily challenges our fellow citizens face: inadequate infrastructure, precarious housing, and environment needing development. How can we claim real progress without improving these basic conditions for millions of Cameroonians?
In response, we propose a true Cameroon Marshall Plan, a massive and comprehensive development project with a budget far exceeding the 60,000 billion CFA francs proposed by Bello Bouba Maïgari. We estimate that an investment of more than three hundred thousand billion CFA francs is necessary, spread over at least ten years. This plan should include:
Complete modernization of transportation, energy, water, and sanitation infrastructures.
Integrated industrial development creating sustainable jobs.
Radical improvement of essential public services (education, health, social security).
Promotion of transparent good governance and a strong commitment to fight corruption.
Mobilization of all actors: State, civil society, diaspora, international partners, and the private sector.
This plan must trigger a true social and economic revolution, allowing Cameroon to modernize in every direction and offer every citizen decent living conditions and a promising future.
It is time to demand this strong, collective, and visionary ambition, beyond simple occasional loans, rooted in a real inclusive development dynamic.
Together, let’s build this new future for our Cameroon!
This Cameroon Marshall Plan should also lead us to economic, financial, and monetary autonomy, with the creation of a national or even sub-regional currency pegged at parity with the Euro (1=1).
Fraternally yours,
Dr. NDEMMANU Antoine De Padoue, Ph.D. in Social Economics
